This is always an interesting topic, but I will go ahead and give some of my ideas as to when is the best time to prune when they are in the house. Ive noticed that Hibs bloom in cycles, and this cycle varies from time to time. When not producing buds, the plant is putting on a bunch of growth. I think that during this growth phase, is the best time to prune. The plant is actively growing so it will produce new growth alot faster. I tested this theory and I think it is pretty spot on. In my experience, pruning a plant that is in "growth phase" I see new growth about 1-2 weeks earlier than if the plant was producing buds, getting ready to bloom. It makes sense that it would take a bit for the plant to switch modes from blooming to vegetative growth. The best part about this pruning, you dont miss out on flowers, because the plant isnt currently producing them, and you end up with more flowers at the end of it. Again this method would only be good for those who keep their plants in the house or have tropical weather all year, due to the constant temperature and growing conditions.
