I brought one of my Chariots of Fire blooms inside to enjoy while I was on the computer. I had it resting on my keyboard and then all of a sudden little bugs were crawling on my screen. So I took a closer look at the flower and saw these little bugs that I've been allowing to live on my plants. Then it dawned on me that these might be thrips. So that is my question, what have I been seeing on my hibs and are they hurting them?

Yes, that is what they look like. So small it is hard to get good photos but that long skinny shape is right for thrips. If they are causing bud drop you can spray spinosad to stop that from happening.
