Neem oil under T5's

Hi,
I am new to indoor growing and I was wondering if I can use Neem oil under my T5 lights. My concern was leaf burn. Is that an issue under indoor grow lights? Mine are not set on a timer, they are on 24 hours. Thank you for the help.
