It sure sounds like they could use more water. I wouldn't wait under these circumstances that you described. Hibiscus like and need a lot of water when its hot, but with few leaves they will not use it up as fast. I would recommend thorough watering and then waiting and watching for the top to dry and then watering again thoroughly.

It sounds hopeful now, but we shall see..........
