It's hard to say for sure what is causing these chlorotic rings on the leaves. It is possible that it is one of the ringspot virsuses such as tobacco ringspot virus. Ringspot viruses are spread through pruning shears or by insects such as aphids. In some cases the disease will progress from the leaves to the terminal buds which will become misshapen.
I have never seen this many chlorotic rings on a hibiscus. Something is affecting the chlorophyl in the leaves - if not a virsu then some kind of insect maybe.
Ringspot virus diseases are systemic and incurable. If this plant is not important to you I would get rid of it in a safe manner. If it is important you could try to treat for all insects and then watch it to see what happens. In the meantime do not prune it or clean and sterilize the pruning shears used. Also be careful that insects do not move from this plant to other hibiscus or they could spread the problem.
Please let us know what happens.
